Xi fast losing grip

 

Signs of a revival of collective leadership in China's military, the People's Liberation Army. Collective leadership is the Chinese Communist Party's traditional decision-making structure that tended to be put aside as supreme leader Xi Jinping concentrated power in his hands.

One notable sign is a recent commentary on the front page of the PLA Daily that emphasized the need to strengthen collective leadership. Articles published by military-related organizations have also referred to a party slogan that includes the words "collective leadership."
 
This is happening ahead of the party's annual Beidaihe meeting, expected to convene in early August. During the gathering, current party leaders and retired elders will informally discuss important issues. Attention is focused on whether the change in the military can spill over into the entire party.
