Signs of a revival of collective leadership in China's military, the People's Liberation Army. Collective leadership is the Chinese Communist Party's traditional decision-making structure that tended to be put aside as supreme leader Xi Jinping concentrated power in his hands.

One notable sign is a recent commentary on the front page of the PLA Daily that emphasized the need to strengthen collective leadership. Articles published by military-related organizations have also referred to a party slogan that includes the words "collective leadership."

During the gathering, current party leaders and retired elders will informally discuss important issues.
