瑞银:中国下半年将现破产潮 或涉及国企


瑞银认为,中国大陆经济存在风险,经济放缓加上信贷紧张,中央希望市场自我调节,没有推出经济刺激政策的迹象,估计下半年大陆部分行业将明显 出现破产潮,当中或涉及国企。

瑞银财富管理亚太区首席投资总监浦永灏解释,中央希望市场管控经济,不希望有过多的宽松措施,故信贷将继续紧缩,令产能过剩的行业可淘汰弱势 企业,故目前负面消息较多,大陆经济短期压力较大。

浦永灏称,中央严控信贷,或导致大陆企业破产涌现,预期大陆企业破产潮将于下半年逐步浮现明显出现,当中或涉及国企,但相信濒临破产的企业将 会与银行洽商解决,现时破产问题仍然可控,相信不会如雷曼般一次性爆煲,中央希望维持经济平稳,信贷一定有所增长,大陆不会出现流动性危机。

他还指出,大陆银行目前面临挑战,如贷款增长减慢,导致盈利受压,尤其中小型银行资金紧张,市场虽然常言大陆经济改革,但中央并未给予清晰改 革方向,故市场将关注今年下半年举行的“三中全会”,观望能否解决资产泡沫爆破、地方债务高企和企业产能过剩的三个结构性问题。

不过,他认为现时大陆劳工供应较以往不足,工资因而有增长,大陆消费见稳定,可继续推动经济增长,预期大陆次季GDP增长可达7%至 7.5%,全年预期可以完成7.5%的目标。但大陆经济评级下行风险正在提高,若下半年不推出基建相关政策支撑经济增长,大陆GDP增长预测 或再有下调风险。

下半年中国经济会突现“黑天鹅”吗?

各项宏观经济指标都印证了当前中国经济处于一个稳定区间。按照潜在增长率的稳定性规律,下半年7.5%左右的增长水平应该可以实现。可能的 “黑天鹅”事件是影子银行的风险暴发。“钱荒”就是警示。所以,尊重经济规律,保持一份镇定和清醒,“平稳”货币发行,在当前至关重要。

今年以来对国内经济形势悲观判断占了主导地位,下半年经济进一步下滑的预测很多,甚至有下半年进入通缩的估计。笔者的分析认为,去年以来的数 据和今年前5个月的数据呈现的稳定性明显,如果影子银行的风险处理得当,今年下半年中国经济应能延续上半年的稳定性。全年经济保持平稳增长态 势应是大概率事件。

判断形势的重要指标是经济增长,所有悲观的判断也是在增长速度上做文章。而从根本上来说,中国走进了与过去30年不同的增长阶段,对增速需要 重新认识。经济规律带来的潜在增速的必然变化,尤其需要我们深刻认识。

高增长的条件已发生变化。三十年高增长的外部“红利”和内部“红利”正在消减。贸易顺差增长对GDP增长的贡献最高超过3个百分点,最近三年 贸易顺差增长对GDP的贡献是负增长。如果去掉这三个百分点的贡献,7.5%的增长与过去也没有什么重大区别。更重要的是劳动力成本比较优势 的改变以及其他要素比如石油价格的国际接轨,大大提高了制造业的成本。原有高增长的环境和条件改变,增长速度放缓实属必然。

三十年粗放式发展,一些行业的产能过剩,低附加值,低技术含量等问题,以及环境约束,资源约束,都到了比较严重的程度,都制约了这些行业的有 效投资的增长,对不合理的产业结构的调整势在必行。在不合理的产业结构正在调整,新的产业结构还未形成的过程中,新的有效投资需求增长不能补 缺正在调整行业的投资减少,增长速度的放缓是完全正常的。

增速放缓符合规律,放缓到什么水平当然也是需要界定的重要指标。根据经济学的充分就业长期均衡增长的基本结论,可以对现阶段潜在增长水平简单 估算。因为去年第三季度7.4%的增长,全年7.9%的增长,今年第一季度7.7%的增长,都没有大规模的失业发生。根据充分就业均衡增长率 的判断思路,现阶段潜在增长,水平应在7%至8%的区间内。换句话说,只要没有大规模失业出现,在这个区间的增长都是均衡的稳定的增长。潜在 增长率还有一个特点,因为技术进步和其他全要素增长因素的突破需要时间,短期内潜在增长率有一定的稳定性。

其他宏观经济的指标也印证了当前经济处于一个稳定区间之内。从总需求的数据来看,从去年4月到2013年5月,投资增长都是在20%左右,显 示了平稳性。消费增长在这一时段基本是13%左右,这样的增长属于刚性需求,更具备稳定。出口不稳定与外部环境有关,而且已调整了三年,某种 意义上也是一种稳定态势。从去年初开始,工业增加值一直就在9%附近增长,去年的工业增加值平均9.5%,今年前4个月平均值是9.3%,也 呈现了稳定性。再从今年以来的采购经理人指数来看,主要PMI的数据涨涨跌跌,但都是零点几个百分点的变化,基本稳定。

因此,如果没有改变经济增长态势的突发事件,按照潜在增长率的稳定性规律,下半年7.5%左右的增长水平应该是可以实现的。

这个判断对政策有两方面的参考作用。第一,潜在增长速度在一段时间内有一定的内生稳定性,人为刺激更高的增长是反规律行为。在劳动力供给减少 不能配合投资增长的情况下,更多的投资只能使规模递减效应加剧。第二,不出台短期刺激政策不等于政策不需要作为。潜在增速放缓符合经济发展阶 段的规律性,但并不说明当前增速的投入产出比和增长结构完全合理,也不说明阶段性的稳定增长速度就是未来的可持续的增速。潜在增长率的稳定性 也不意味着没有风险。突发的黑天鹅事件完全可能改变稳定增长的态势。

因此,短期内政策的资源需要更务实地配置在有效投资需求的创造上,以引导巨大民间资金有效率的经济活动,有序释放“货币堰塞湖”中的流动性。 最近一系列审批制度改革,铁路部分建设项目对民营企业的开放,营改增税收试点范围扩大,中小企业税费减免政策延续等等,都在原来政策基础上向 前跨了一大步,这对创造更好的适合民营企业发展的环境,对改善经济运行状态会有更直接的效果。

按照道格拉斯生产函数的理论,从根本上来说,在规模递减状态下,更高的增长是靠技术进步来推动的,也就是要靠提高劳动生产率来突破增长瓶颈。 加大技术研发和技术改造的投入就是非常关键的。至于短期增长的突破,则要靠“残差”的改善。“残差”是除资本和劳动力以外的所有积极因素,包 括更有效率的增长、环境生态平衡的增长、合理的增长结构、合理的产业布局、能释放更大的生产力的创造力和新的增长动力的制度进步等等。

A Stunning Reminder of What Flight Crews are Really Here to Do


On July 6, 2013, Jiyeon Kim endured what was undoubtedly one of her worst days on the job, when the Asiana-operated Boeing 777 she was crewing went down on landing at San Francisco International Airport, shedding its tail section along the way. It was the plane crash heard ’round the world, thanks to the fast action of social media, which allowed people to see instantaneous updates of the wreckage, the evacuation of passengers and the prompt emergency response as fire crews and other personnel flooded the tarmac at SFO.
Like all flight crew, Jiyeon Kim had undergone extensive training for just such an event. According to accounts from passengers on board the plane who were successfully evacuated, she played a key role in getting people to safety even in the chaos of heavy smoke, trauma and confusion. At times, she used a fireman’s carry to lift passengers who weren’t able to evacuate independently. She focused on keeping passengers calm even in her own distress, knowing that the first few moments after the crash were critical.
Many are hailing Jiyeon Kim as a heroine, but like firefighters, police officers and other first responders, she was just doing her job.
Flight crews have a long history of sexist stigma; there was a time when they were primarily women, and they were primarily chosen on the basis of looks. “Coffee, tea, or me?” went the joke, and the implication was that women working on flight crews were there to provide any services passengers might require. Today, that sexism still endures in a heavily female-dominated industry that’s often looked down upon, with many flight attendants being harassed because people assume their profession makes that acceptable.
Kim deals with a double stigma as an Asian woman; in the United States in particular, fetishistic attitudes about Asian women endure. It’s entirely possible that Kim has faced sexual harassment from passengers as part of work, and that she will again if she continues to work. Many of those passengers may be operating under the mistaken impression that an Asian woman in a flight attendant’s uniform is fair game because she’s there to serve, but what many passengers seem to forget is that handing out food, drinks, blankets and headphones isn’t actually the primary function of flight crews worldwide.
Their primary job is actually the safety and wellbeing of passengers. Kim, like other flight attendants, was required to complete training in how to deal with emergencies which included simulated emergency conditions like those she endured on Saturday morning in San Francisco, and she was prepared to handle a passenger evacuation. She, like many other airline professionals, undoubtedly hoped that moment would never come, and that she’d be able to retire without ever having to draw upon her knowledge; that the most she’d have to do is help keep passengers comfortable, deal with the occasional case of air sickness, and work with a variety of flight crews all over the world to make flights run smoothly.
But she was ready, and on Saturday, she was forced to rise to the occasion after six years with the company. Jiyeon Kim worked tirelessly to get her entire passenger manifest to safety and to help the rest of her crew — she, along with four other flight attendants, was among the last of the people off the plane. Their efforts play a significant role in the low mortality rate of this crash, which could have been horrific without the work of the cabin crew and first responders who moved so quickly to get everyone to safety.
Unlike one of her crewmates, she was uninjured in the crash; the story of her colleague Lee-yoon Hye is rather remarkable:
“Another attendant, cabin manager Lee Yoon-hye, was the last person to leave the plane, reports the Associated Press. ‘I wasn’t really thinking, but my body started carrying out the steps needed for an evacuation,’ Lee told the AP. ‘I was only thinking about rescuing the next passenger.’
“San Francisco fire chief Joanne Hayes-White told the AP that Lee ‘was so composed I thought she had come from the terminal. She wanted to make sure that everyone was off. … She was a hero.’ Lee, who has 20 years of experience flying with Asiana, managed to rescue passengers in spite of a broken tailbone. At the time, Lee wasn’t aware of the seriousness of her injury.”
In 2010, Jiyeon Kim received a service award from Asiana. Something makes me suspect she’s in line for another one thanks to her heroic efforts in the line of duty on Saturday, but she also serves as an important reminder to all us frequent fliers: pay attention to that safety warning, and try not to be a jerk to your flight attendant.

 (韓國‧首爾8日綜合電)災難盡見人性光輝,有韓籍乘客表示,墜機后一名空姐多次來回背起受傷乘客,處變不驚,“她是個英雄,她雖然個子 小,但仍跑來跑去,背著傷者離開,眼淚卻不斷從臉上流下來,淚流滿面。雖然她在哭,但很鎮定地協助其他人。”

 該乘客指,出事約10分鐘后火勢開始蔓延至機艙,但機員留待所有乘客逃生后才離開,非常盡責。


韩亚客机失事后大多数乘客倖存,除波音777设计有功,尽职空服员也居功厥伟。12名机组员中有7人晕倒,剩下5人冷静协助疏散乘客。一名身 材娇小的韩籍女空服员揹起无法走路的伤患下机,被讚为女英雄。

座舱长李尹惠(音译)是最后离开飞机的人,儘管脊椎尾骨受了伤,当机舱著火后,她只想著疏散乘客。

但乱上加乱,两道充气逃生梯竟在门內就膨胀,把两名空服员压在地上,其他空服员赶紧拿斧头劈充气梯泄气,才能救出被压到喘不过气的空服员。

另外,《华尔街日报》报导,46岁乘客美籍嘻哈音乐製作人安东尼罗(Eugene Anthony Roh)称,坠机后他注意到一名娇小的空服员,被浓烟呛得双眼泪流仍前后奔忙协助疏散乘客,还揹起不能走的伤患逃离。几分钟后火焰吞噬整个客舱。他注意到 空姐名牌是「金智妍」(音译),也用手机拍下她的身影,讚她「女英雄」。


In almost every big story, there's an episode that distills the drama, a moment that reveals the choices faced by ordinary people in extraordinary circumstances.

In the Asiana air crash at San Francisco International Airport on Saturday, it came in the few minutes that the passengers had to evacuate the plane before flames engulfed it.

No one showed more presence of mind than a flight attendant identified as Jiyeon Kim, a slight woman who carried people as much as twice her size from the plane.

"She was a hero,'' said one passenger, Eugene Anthony Rah. "This tiny little girl was carrying people piggyback, running everywhere with tears running down her face. She was crying, but she was still so calm and helping people.''


The Asiana crash already has bequeathed a legacy of questions and doubt. We ponder whether it was pilot error (Indication: yes). We ask whether an emergency vehicle ran over a victim who died.

We wonder whether the airline gave adequate training to the pilot at the controls of the 777. We marvel that so few people died in what was such a likely catastrophe.

Me? I'm most fascinated by the story of a hero -- a young woman whose Facebook page lists "Titanic'' and "The Devil Wears Prada'' as among her favorite movies.

Our reactions

It's hard to read about the crash without thinking what we'd do if we were in the plight of the Asiana passengers.

Would we grab our carry-on luggage? Would we try to save injured passengers? Would we use elbows to get to the exit?


Jiyeon Kim -- some stories spell her name as Ji-yeon Kim -- entertained no such existential problems. She just had to do her duty.

Certainly she had received thorough training as a flight attendant. And certainly she kept herself fit. A photo of her after the crash shows a thin, young woman with long arms, staring at the camera with a mix of befuddlement and

Just what was the extraordinary quality that made her a hero? What set her apart?

We're used to thinking of heroism in terms of action figures like Steven Seagal, men who employ martial-arts moves to combat bad guys taking over a Navy ship.

A quieter quality

Real heroism might reflect something less noisy, less boastful. It might be the willingness to lift someone on your back and carry them when they're twice your size.

It might be the willingness to let tears run down your cheeks while you direct passengers to the exit. In other words, it's not a denial of danger or pain. It's composure under pressure.
人民银行擦枪走火,影子银行忍辱负重

今年六月,中国的银行间市场利率大涨,闹起了“钱荒”,在国内外掀起了一场不小的风波。随后,还有余波。很多银行都把理财产品的利率从4 %-5%提高到了6%左右。

对这场风波,大多数人的解读是,某些银行出现了资金来源和资金运用上的期限错配。中国央行为了紧缩货币政策,也为了教训某些银行,起初见死不 救,虽然后来不得不乖乖就范。

我还是老腔调:观察问题一定要保持距离,不要站得太近,更不要拿放大镜来看。我坦白,并不完全了解六月份银行间市场究竟发生了什么事情。但 是,我认为媒体的报道完全没有道理。

板子要打在人民银行身上

我认为,这次银行间市场的风波实际上是人民银行擦枪走火,误判形势,误判结果。

为什么这么说?35年以来,人民银行一直是中国货币政策极度宽松的唯一源头。这样的货币政策只有一个结果,就是持续的通胀,而你不需要拥有一 个经济学学位,也不需要看官方公布的通胀数字,就能感受到它的存在。如果你知道五年前、十年前、二十年前或者三十年前的食品、衣服、房子(房 租)、交通运输的价格、医疗费用和教育费用,拿它们和今天的情况比一比,算出增长倍数,然后算出“复合增长率”,那就是通胀率。统计数字可以 骗短期,但是无法骗长期。

通胀可以繁殖。由于通胀,你做同样多的生意(也就是说,GDP一点都不增长),就需要花更多的钱。如果银行借给你更多的钱,让你维持现有的生 意规模,通胀就会持续。如果银行支持你把生意做大,通胀率就会升高。然后你就需要更多的钱再做同样多的生意。过去35年,中国就挣扎在这样的 恶性循环中。

过去35年,中国的例子显示,一旦你进入“信贷失控和高通胀”的恶性循环,你就越跑越快,直到危机爆发,系统崩溃。在崩溃之前,信贷增长越来 越快,甚至会出现钱越多越不够用的情况。我们现在的情况就有点像。中国每个月的货币供应量(M2)在基数很高的情况下同比增长16%左右,这 是天文数字,但还是出现了所谓“钱荒”。你不觉得奇怪吗?哪里来的“钱荒”?

我还是想用几个数字来说明问题。自从1986年我到人民银行总行工作,中国的银行贷款余额增长了76.4倍,年均复合增长率为18.2%。即 使从2000年算起,在12年时间里,银行贷款余额也增加了5.3倍。中国是世界上货币政策扩张最快的国家之一,货币供应量的增长远远猛于美 日欧。

注意,这些数字都是人民银行的官方数字。

二十多年来,人民银行一直通过银行间市场和其它手段支持商业银行的过度扩张,导致监管者和被监管者就达成了一个默契:人民银行既是最终贷款人 (the lender of last resort),也是最初贷款人(the lender of first resort)。“需要钱,找人行”成了一个契约。六月份,人民银行突然想收紧信贷,等于违背了与商业银行长期以来达成的契约。这也就难免出现银行间市场 风波。如果我们要打板子,这个板子应该打在人民银行的身上:你为什么把商业银行娇惯成这样!35年来,你为什么把货币政策搞成这样!只能松, 不能紧。这叫什么政策?

我认为,人民银行本来也不愿意看到银行间市场的这次风波,因为这种风波很危险,就象玩火。但是,它起初并没有料到市场反应会那么激烈。这也可 以理解:大家都在摸索,包括人民银行。它正在试图避免重犯过去35年货币政策(包括外汇政策)的错误。

错误部分在于,中国货币政策很多时候是相互抵消的。如果人民银行频频展开公开市场操作,银行间市场也无比繁忙,那么20%的存款准备金率就没 有意义。就算把比例提高到70%,也不代表信贷紧缩。

银行理财产品不断增长,意味着75%的贷存比例也没有意义,调低到50%也是一样。再比如,如果一边征税,一边补贴或者退税,那么95%的税 率也不可怕。

中国人应该感谢“影子银行”

什么叫“影子银行”?标准普尔的定义被广为接受:普通银行存贷业务以外的所有金融业务都是“影子银行”,包含银行的理财产品、信托产品、小额 贷款、民间借贷,和典当等。

我认为,“影子银行”正(慢慢地)帮助中国人打破银行对储蓄者的长期剥削。在中国,银行存款平均利率在2%上下,那么银行为什么那么傻,愿意 支付5%-6%的利率吸收资金?当然是因为竞争。为了避免资金外流,银行把一部分“影子银行”搬到了自己的屋檐下。

这几年,“影子银行”让了中国人明白了几件事:通胀究竟是多少?存款的合理价格究竟是多少?长期以来,中国的真实利率为负,导致了大量烂投 资、产能过剩、地产泡沫和环境污染。它还恶化了社会不公,因为穷人无法用低利率从银行借到钱。“影子银行”教育了人们:在通胀高企,市场利率 远远高于官方利率的情况下,股市不可能不跌。我还是老话:任何资产的市盈率都是市场利率的倒数。注意,不要看官方利率。

“影子银行”一直在挑战当局:不管理财产品的最终发行者是银行,还是第三方机构,银行只要代销了它,就承担着法律责任和道义责任。存款保险制 度——如果引进的话——应该覆盖理财产品。即使不覆盖,银行也脱不了干系。世界上理财产品千万种,银行为什么选择了代销某些产品,而不是其它 产品?

“影子银行”的发展迫使传统银行提高效率。竞争是各方面的,而且越来越剧烈。它也支持了上亿人的就业。由于中国人没有平等的“融资权”,它往 往是弱势群体(小企业和低收入消费者)的唯一融资手段。

“影子银行”的资产质量要么跟银行贷款相若,要么更好。小贷公司、典当行和民间借贷人士用的都是自己的钱,十分谨慎。况且他们基本没有杠杆, 盈亏自负,不给纳税人带来负担。有什么必要瞎担心呢?

“利率市场化”的幻想

“利率市场化”?在这个口号被喊了27年后,我已不再相信它。中国政府反复强调,五年以内,“实行利率自由化,甚至货币自由兑换”。五年复五 年,五年何其多!

中国人不相信自己的银行能够给存款做理性的定价,认为它们一定会抬高利率争夺存款。美国人也曾经不相信。很多美国人把1933年的大萧条归罪 于银行间的不理性竞争。于是国会通过了“Q条例”,限制各种利率,直到1986年才解禁。咱们中国人可能也需要相当漫长的时间才能想通这个问 题。在解禁之间,我们只好祈祷,人民银行尽量把利率调整到接近市场真实水平。今天,“影子银行”的利率就是市场利率。

网上男士杂志《AskMen》选出全球10大最好色国度,大家印象中较开放的希腊、巴西及俄罗斯分列三甲,惟出人意料的是,中国和马来西亚予人感觉较保守,都竟然分列第4和第7位。

「AskMen」称,世界上每10件性玩具就有7件是「中国制造」,加上北京过去八年开了5,000间性商店,上海亦办过性博览会,性观念逐 渐开放。而人口主要为伊斯兰教徒的马来西亚,「AskMen」则认为当地人虽表面保守,但其实不少人对性很开放。

至于冠军希腊,从古代至今「性解放」程度傲视全球,当地男女不论性向,都可自由享受性爱,加上地中海气候火辣,性爱之邦并非浪得虚名。而巴西 是T-back发源地,俄罗斯首都莫斯科夜店堪称全球最精采,两地因此分列第二及第三位。其他上榜国家,包括波兰(第5)、意大利(第6)、 西班牙(第8)、瑞士(第9)和墨西哥(第10)。

FCPO - New Sell Signal Despite Strong Fundamentals - 7/15/2013





The market was only able to make some smallish movement upward and then quickly lost steam and collapsed again on last Friday. Stop on the bottom band was immediately taken out on Friday.

A new sell signal is now flashed with price closed below the bottom band that came with the Stochastic crossing down again. I would sell on coming Monday at 2293 and place a stop at 2347. The current signal is also backed by the negative MACD and DMI. Most important of all is that the ADX has begun to rise above 20's level. The bears may be able to gather more friends this time.



 

The weekly chart has some new developments to watch out. The Stochastic has turned negative with price closed below the bottom band. This is a new sell signal. The MACD remains positive but it is turning its head around, so we may see it turning negative soon. The DMI stays negative with the ADX remains flat. So I am not getting a confirmation on a new trend yet. But with the new sell signal, the bears seem to gain a upper hand over the bulls.

Though I remain bullish for this market, but as there is a new sell signal so I must follow this new trading signal. And once again this new sell signal is giving us another valuable lesson in trading/investing that the market does not reflect the fundamentals. The fundamentals now is that the stock level is coming down fast and with that, FCPO price SHOULD go up. But it is obviously not.
FKLI - Maybe Market Getting Ready For Another Push ?- 7/15/2013


 

The market spiked up on last Thursday but was unable to retain thEe momentum. The following day just saw a 1.5 point improvement. The Stochastic is still falling while the MACD is rising. A contradicting indicators scenario means the market is still caught in a listless situation. But as price is now above the top band and the DMI stays positive. I would stand beside the bull for the moment. I also notice the ADX has finally begun to rise,l though it is still at the low 16's level.

I would buy in new position when if the Stochastic turns positive again and use the top band and use the top band minus 2 points as stop.

 

The weekly chart reflects what is happening at the daily chart. The Stochastic is negative but the MACD is still positive. Price maintains above the top band, with the DMI stays positive. So the bulls seem to have more fans than the bears. With the ADX beginning to rise, the market may be getting ready for another push.

Nothing much too extraordinary has happened during the past week:- the weaker members of EU continues to cough out bad news which has became a "normal" weekly practice. It was Portugal's turn now. Nothing actually surprises me as I am quite aware even bigger member nations like Italy and France may eventually be the next candidate of crisis. Another piece of "surprise" that came out during last weekend which the local media has not reported yet is that America has its biggest budget surpluses, their highest in 5 years  . No surprise here as I have been reading their fast declining deficits for the past one year and in fact , some of the hedge fund people has already predicted America will go back to surpluses soon for the next decade or so. America's economy has been gaining strength which was no surprise to me as I know of their oil reserves and production as least for 2 years now.
